Job Summary The HR Officer will manage and oversee all human resources functions of WOGDJCY, including recruitment, staff development, performance management, personnel administration, and HR policy compliance. The role ensures HR systems and practices support organizational growth, donor requirements, and staff well-being in a transparent and professional manner.
Key Responsibilities • Lead and coordinate staff recruitment, selection, and onboarding processes. • Maintain up-to-date personnel files, contracts, leave records, and payroll data. • Support staff performance appraisal processes and career development. • Ensure compliance with Afghan labor law, WOGDJCY HR policies, and donor requirements. • Provide advice on HR issues, conflict resolution, and disciplinary procedures. • Promote an inclusive, gender-sensitive, and professional working environment. • Prepare HR-related reports for management and donors as required. • Perform other relevant duties assigned by management. ________________________________________ Qualifications & Requirements • Bachelor’s degree in HR Management, Business Administration, or a related field (Master’s degree preferred). • Minimum 3–5 years of HR experience, preferably with NGOs or international organizations. • Strong knowledge of Afghan labor law and HR practices. • Proven experience in recruitment, staff development, and performance management. • Excellent interpersonal, organizational, and communication skills. • High level of integrity, confidentiality, and professionalism. • Fluency in Dari, Pashto and English required. • Proficiency in MS Office (Word, Excel, Outlook); HR software knowledge is an advantage. ________________________________________ How to Apply Interested candidates may submit their updated CV and Cover Letter (PDF format) clearly mentioning the Job Title (HR Officer) in the subject line via: 📧 hr@wogdjcy.com or 📍 In-person submission at: Watan Organization for Generation Development and Job Creation for Youth (WOGDJCY) Khushal Khan, Near Qute Masjid, District No. 05, House No. 36, Kabul, Afghanistan Only shortlisted candidates will be contacted for an interview.
